Azerbaijan allocates over 4.4 billion manats for Garabagh restoration

Azerbaijan has allocated 4 billion 465.7 million manats from the state budget for the reconstruction and restoration of territories liberated from occupation in 2025.

Operative Information Center-OMM, citing the Ministry of Finance, reports that the bulk of the allocated funds has been directed toward the direct financing of restoration and reconstruction projects. Specifically, 3 billion 781.9 million manats, or 84.7 percent of the total amount, consists of targeted funds designated for these specific purposes.

According to official data, 373.2 million manats (8.3 percent) of the funding was provided from the state budget reserve fund, 258.5 million manats (5.8 percent) through state-based capital investments, and 52.1 million manats (1.2 percent) from other state budget reserves. In comparison, 4 billion 855.8 million manats were allocated for these purposes in 2024, indicating a slight adjustment in the fiscal planning for the upcoming year.

The restoration of the liberated territories, including the Garabagh and East Zangezur economic regions, remains a top strategic priority for Azerbaijan. Since the end of the 44-day war in 2020, the government has implemented the "Great Return" program, focusing on demining, the construction of "smart villages," international airports, and modern transport corridors to facilitate the permanent resettlement of internally displaced persons. These large-scale infrastructure projects are essential for integrating the liberated regions into the national economy and ensuring sustainable development in the South Caucasus.
