US and Cuba intelligence chiefs meet in Havana

A high-level meeting has taken place in Havana between representatives of the Cuban Ministry of Interior and US Central Intelligence Agency (CIA) Director John Ratcliffe.

Operative Information Center-OMM reports that the Cuban Ministry of Interior released details of the encounter on its official social media platforms.

According to the official statement, the meeting was held on May 14 within a complex bilateral environment, aimed at facilitating political dialogue and addressing urgent issues between the two nations. Both parties confirmed their mutual interest in developing cooperation between their respective law enforcement agencies. During the exchange, the Cuban side emphasized to the delegation led by US President Donald Trump's CIA chief that Cuba poses no threat to US national security and argued there is no legal basis for its inclusion on the list of state sponsors of terrorism.

The Ministry of Interior further clarified that Cuba does not provide sanctuary to, fund, or permit the activities of terrorist or extremist organizations on its territory. Additionally, Havana noted that the island does not host any foreign military bases or intelligence facilities directed against the United States, reaffirming that the country does not engage in hostile activities against Washington. This meeting marks a significant diplomatic engagement under the administration of US President Donald Trump, as both nations navigate long-standing security concerns and diplomatic hurdles.

Historically, relations between the United States and Cuba have been characterized by decades of tension, trade embargoes, and ideological differences dating back to the Cold War. While brief periods of rapprochement have occurred, the designation of Cuba as a state sponsor of terrorism remains a primary point of contention in bilateral talks. Such high-level intelligence meetings are rare and typically signify an effort to establish functional communication channels on critical security matters, including migration, narcotics trafficking, and regional stability.
