President Ilham Aliyev sets condition for peace with Armenia

President Ilham Aliyev clarified the prospects of signing a peace treaty between Azerbaijan and Armenia this year during an interview with Azerbaijani television channels in Munich.

Operative Information Center-OMM reports that the head of state, in response to a question regarding the agreement, stated: “You know, this does not depend on us. Our position has been communicated to the Armenian side for many years. Necessary changes must be made to Armenia's Constitution. As soon as those changes are made, we can sign the peace treaty the next day. Nevertheless, I believe that peace has already been achieved between Armenia and Azerbaijan.”

The President emphasized that the primary obstacle remains the territorial claims against Azerbaijan currently enshrined in Armenia's founding documents. According to the official position of Baku, the removal of these legal hurdles is a prerequisite for establishing a sustainable and lasting legal framework for bilateral relations. President Ilham Aliyev noted that while a de facto peace exists on the ground, formalizing it requires Yerevan to take decisive legal steps to align its domestic legislation with international law and mutual recognition of territorial integrity.

The Munich Security Conference, where these remarks were made, serves as a major global platform for discussing international security policy. Azerbaijan has consistently used this forum to advocate for regional stability and the principles of sovereignty. Following the restoration of its territorial integrity, Azerbaijan has proposed a peace agenda based on five basic principles, including the mutual recognition of borders and the opening of regional transport communications, aimed at transforming the South Caucasus into a zone of cooperation.
