In 2025, the state budget of Azerbaijan allocated 461.5 million manats for the reconstruction and modernization of the State Oil Company of Azerbaijan Republic (SOCAR) Heydar Aliyev Oil Refinery.

According to the "Operative Information Center-OMM", this information is detailed in the draft law "On the execution of the 2025 state budget." The document is currently under discussion at today's session of the Milli Majlis (National Assembly) Committee on Economic Policy, Industry, and Entrepreneurship.

The draft law specifies that these funds have been directed toward increasing SOCAR's authorized capital to support the refinery's technological upgrades. This investment is part of a broader strategic effort to enhance the facility's processing capacity and ensure the production of high-quality, environmentally friendly fuels that meet modern international standards.

The Heydar Aliyev Oil Refinery, the only facility of its kind in the South Caucasus, plays a critical role in Azerbaijan's energy security. The ongoing modernization project is designed to increase the depth of oil refining, improve the quality of petroleum products, and ensure the country's self-sufficiency in fuel while expanding export potential.
