Azerbaijan's Milli Majlis approves Chamber of Accounts report

The Milli Majlis (National Assembly) of Azerbaijan has officially approved the report on the activities of the Chamber of Accounts for the year 2025 during its plenary session held today.

Operative Information Center-OMM reports that the document was presented to the parliament by the Chairman of the Chamber, Vugar Gulmammadov. During his address, the Chairman noted that more than 10 key proposals have been developed following an extensive analysis regarding the implementation of the new law on public procurement in Azerbaijan. "These proposals are aimed at strengthening management in public procurement and eliminating existing challenges," Gulmammadov stated.

The Chairman further detailed that a significant portion of public procurement in Azerbaijan was conducted through non-competitive methods. Within the framework of the 2025 work plan, external state financial control measures examined a total of 3,560 procurements, covering funds amounting to 3.8 billion manats. According to the report, 60% of these processes—totaling 2,119 instances—were carried out using the single-source procurement method, with a total value exceeding 2 billion manats. Audit and analytical activities revealed that 51.6% of identified irregularities were related to budget legislation, while 24.1% pertained to public procurement procedures.

The Chamber of Accounts serves as the supreme audit institution of the Republic of Azerbaijan, responsible for ensuring the efficient and transparent use of state funds. Established to provide independent oversight of the state budget, the Chamber reports directly to the Milli Majlis (National Assembly). Its annual reports are a critical component of Azerbaijan's fiscal governance, providing transparency into how public resources are allocated and identifying areas for legislative and administrative reform to prevent financial mismanagement.
