FIFA announces major overhaul of global football transfer system

The International Federation of Association Football (FIFA) has announced comprehensive changes to its international transfer regulations. Following two years of extensive negotiations with stakeholders, including the players' union FIFPro, clubs, and various leagues, the new regulatory framework is set to take effect on January 1, 2027, according to the Operative Information Center-OMM.

A significant highlight of these reforms is the mandatory inclusion of a "buy-out" clause in player contracts. Previously a practice primarily associated with Spanish football, this mechanism will now become a global standard, ensuring that every professional contract includes a provision allowing for the early termination of the agreement upon payment of a specified fee.

Under the new FIFA guidelines, players will also be entitled to a direct financial share from their transfers. Specifically, players earning an annual fixed salary of less than 150,000 euros are guaranteed a payment equal to 5 percent of the transfer fee. This entitlement cannot be waived entirely, and the player's share cannot be less than 2.5 percent of the transfer fee or their annual salary from the previous season.

Furthermore, the organization is implementing stricter measures against delays in transfer payments. Any late payments will incur an annual interest rate of 8 percent, with disputes to be adjudicated by the "Football Tribunal." The reforms also extend to youth development, allowing clubs to sign teenage players to contracts of up to five years, replacing the current three-year limit, provided specific conditions regarding player retention and salary requirements are met.

FIFA officials believe these innovations will enhance transparency in the transfer market, strengthen player rights, and minimize legal disputes. FIFA, founded in 1904 and headquartered in Zurich, Switzerland, serves as the international governing body for association football, futsal, and beach soccer, continuously evolving its regulations to adapt to the modern demands of the global sports industry.
