The Milli Majlis (National Assembly) of Azerbaijan approved the new law "On Fishing" in its third reading during today's extraordinary session.
According to the Operative Information Center-OMM, the legislation establishes the legal framework for organizing, managing, increasing, utilizing, and protecting fishing activities, including the harvesting of fish and other aquatic bioresources, as well as aquaculture practices in Azerbaijan.
The new law integrates with existing national legislation, including the Constitution, the Water Code, and laws concerning food safety, wildlife, animal breeding, veterinary services, and sanitary-epidemiological welfare. It aims to streamline the regulation of water, land, and property relations related to the fishing industry, while ensuring the quality and safety of fishery products.
Specific provisions of the law address the organization and protection of aquatic bioresources in the Azerbaijani sector of the Caspian Sea, as well as in border water bodies, in accordance with international treaties and national water legislation. Furthermore, the law clarifies that activities within the Alat Free Economic Zone will be governed by the specific legislation pertaining to that zone. Persons violating the requirements of this law will be held liable under the established legal procedures. Upon the entry into force of this new legislation, the previous law "On Fishing" dated March 27, 1998, will be repealed.
The modernization of this legislation is part of Azerbaijan's broader strategy to enhance environmental protection and sustainable resource management. By updating the regulatory framework for the fishing industry, the government aims to ensure the long-term viability of aquatic ecosystems while fostering a more structured and transparent aquaculture sector.
