In recent years, online shopping from international e-commerce platforms such as Trendyol, Temu, Amazon, and eBay has become an integral part of daily life in Azerbaijan. However, before clicking the order button, it is essential to understand the national customs legislation, particularly the $300 threshold and the "Smart Customs" system. Failure to comply may result in packages being detained at customs, leading to additional costs for the consumer.

Operative Information Center-OMM has compiled the most critical regulations for individuals ordering goods from abroad to ensure a seamless delivery process within the Republic of Azerbaijan.

1. What is included in the $300 limit?

For individuals, the monthly limit for goods imported from abroad via postal services or carrier companies (cargo) is 300 USD. This amount is calculated per calendar month (e.g., from January 1 to January 31).

A crucial nuance is that the $300 limit includes not only the price of the product but also the shipping costs (delivery fees).

Example: If you purchase a coat for $280 and the cargo company charges $25 for shipping, the total value becomes $305. In this case, you have exceeded the $300 limit and must pay customs duties.

2. Customs duties for exceeding the limit

If the total value of your monthly orders (product + shipping) exceeds $300, you are required to pay customs duties only on the portion exceeding the limit.

The simplified calculation is generally as follows:

  • Customs duty and VAT are applied to the amount exceeding the limit.
  • This typically amounts to approximately 36% of the excess value.
  • Additionally, a service fee for customs clearance (approximately 15 AZN) may be required.

3. "Smart Customs" and declaration rules

All packages must be declared via the State Customs Committee's "Smart Customs" application or website before they enter Azerbaijan.

Step-by-step instructions:

  1. Registration: Download the "Smart Customs" app and register using "Asan Login."
  2. Simplified Declaration: Once the cargo company provides the tracking ID and invoice, log into the application.
  3. Data Entry: Accurately enter the seller's name, type of goods, price, and shipping cost.
  4. Confirmation: After confirming the details, your package will pass through customs inspection more efficiently.

Note: Packages without a declaration are held in the customs warehouse and will not be released to the owner.

4. Prohibited items

Certain products are prohibited from being imported into Azerbaijan or require special permits. Common prohibitions include:

  • Medicines: Cannot be imported without a doctor's prescription or special permit.
  • Cutting and piercing tools: Knives, daggers, etc.
  • Explosive substances;
  • Hidden cameras and listening devices;
  • Food products in commercial quantities.

5. Goods considered for commercial purposes

If customs authorities suspect the quantity of imported goods is excessive, they may classify the shipment as being for "commercial (resale) purposes."

For instance, ordering 5 identical men's shirts of the same color and size may not be accepted as personal use. In such cases, you may be required to pay duties as a legal entity rather than an individual. It is recommended that orders align with the logic of personal consumption.

Frequently Asked Questions (FAQ)

Does the limit reset every month?

Yes, your limit resets on the 1st of every month, providing a new $300 allowance.

Can I order in someone else's name?

Yes, but that person must have their own "Smart Customs" account and confirm the declaration using their "Asan Login." The ownership of the payment card is less important than whose name is on the package.

Can I order a mobile phone?

It is possible to import a phone via mail, but duties must be paid if it exceeds the $300 limit. Furthermore, to use the phone within Azerbaijan, it must undergo IMEI registration and the state fee must be paid.

In conclusion, when shopping from international e-commerce sites, it is vital to pay attention not only to the product price but also to the customs regulations of Azerbaijan. Being informed about the $300 limit, shipping costs, "Smart Customs" declarations, and prohibited items will protect consumers from both time loss and extra financial expenses. These regulations are part of Azerbaijan's efforts to streamline cross-border trade while ensuring security and economic stability.
