According to Operative Information Center-OMM, citing international media reports, the suspect has been identified as Philan Tam Duy Le. Police apprehended the individual after his vehicle was found parked illegally near the U.S. Capitol building and the Supreme Court.
Reports indicate that a social media account believed to belong to the suspect featured a video of a person standing with a guillotine in front of the FBI headquarters in Washington. In the footage, the individual is heard saying, "I'm in front of the FBI building, just eating some cheesy pizza." The post was captioned with the phrase "Adventures of the Guillotine."
