Operative Information Center-OMM reports that these remarks were featured in an article by Samir Nuriyev, Head of the Presidential Administration of the Republic of Azerbaijan, marking the 103rd anniversary of the birth of National Leader Heydar Aliyev. Nuriyev emphasized that this integrated planning approach effectively mitigates the risks of unplanned development, which is a common challenge in post-conflict zones globally. "While many nations struggle with unplanned urbanization and housing shortages, Azerbaijan demonstrates the ability to create functional and livable environments even in areas that were once completely destroyed. This is no longer just a national success, but can be evaluated as a practical experience comparable on an international scale," the article stated.
Following the liberation of its territories, Azerbaijan launched the "Great Return" program, a comprehensive state initiative aimed at the sustainable settlement and economic reintegration of the Garabagh and East Zangilan regions. This process involves the construction of "smart cities" and "smart villages," the establishment of international airports, and the restoration of cultural heritage sites in cities like Shusha and Khankendi. The reconstruction efforts are centered on a "green energy" zone concept, prioritizing environmental sustainability and modern technological integration to ensure a high standard of living for returning citizens.
