Do not confuse permanent and temporary registration
A place of residence is the address where a person permanently lives or spends most of their time, while a place of stay is an address where they reside temporarily. The deadlines differ: after moving to a new permanent place of residence, an application must be submitted within 10 days. A person intending to stay temporarily outside their place of residence for more than 60 days must apply for registration at their place of stay within seven days of arrival.
Key documents for permanent registration
- registration application form;
- identity card;
- an extract, order, lease or rental agreement granting the right to move into the residential premises, or another legal basis provided by law;
where applicable, an application from the person providing the residential premises and a military registration document.

Application process
- Determine whether the address is a permanent place of residence or a temporary place of stay.
- Prepare the document confirming the legal basis for residence.
- Apply to the authorized registration body of the Ministry of Internal Affairs or to an ASAN service center providing the service.
- Check that the address information on the electronic carrier has been updated.
If a document not required by law is requested or an unjustified refusal is issued, the applicant may request a written decision and file an administrative or court appeal.
Registration at a place of residence is intended to keep official address information up to date and support access to public and administrative services. Applicants should provide accurate information and verify the relevant deadlines and document requirements before submitting their application.
