Milli Majlis approves legislative changes for mopeds

The Milli Majlis (National Assembly) has approved, in the first reading, amendments to the laws "On Highways," "On State Duties," and "On Compulsory Insurance," aligning them with updated legislation concerning mopeds.

According to the Operative Information Center-OMM, the draft law, which introduces necessary changes to several legislative acts following the December 9, 2025, law "On Amendments to the Law on Road Traffic," was discussed during today's extraordinary session of the parliament.

These legislative updates are part of a broader initiative to enhance road safety and prevent traffic accidents involving mopeds. Under the new regulations, mopeds must be registered with the relevant executive authority, receive state license plates, and be operated by individuals holding a valid driver's license. Consequently, moped operators will be subject to the same obligations as other vehicle drivers. Specifically, operating a moped will now require an "A1" category driver's license, a vehicle registration certificate, and a state license plate.

The proposed amendments also establish state duty rates for technical inspections, registration, driver's license examinations, and the issuance of license plates. Furthermore, the legislation mandates compulsory civil liability insurance for registered mopeds to protect third parties.

For regulatory purposes, a moped is defined as a two- or three-wheeled vehicle powered by an electric motor or an internal combustion engine with a displacement not exceeding 50 cubic centimeters, and a maximum design speed not exceeding 50 kilometers per hour. Small electric vehicles are excluded from this definition.

Following the parliamentary debate, the draft law was put to a vote and adopted in the first reading.
