The Milli Majlis (National Assembly) of Azerbaijan has ratified the Host Country Agreement between the Government of the Republic of Azerbaijan and the Clean Energy Center of the Economic Cooperation Organization (ECO).
According to Operative Information Center-OMM, the primary objective of the agreement discussed during today's plenary session is to create the necessary conditions for the Center to effectively perform its functions and duties. The document facilitates the work of the Center's staff in accordance with its Charter and regulates the fundamental relations between the organization and the host country.
The draft law emphasizes that the agreement defines the legal status, privileges, and immunities of the Center, including its premises and personnel. Under the provisions, the Center is granted the status of a legal entity with the authority to conclude contracts, acquire movable and immovable property, and initiate legal proceedings. The agreement further covers logistics such as the Center's location in Baku, maintenance and utility costs, security, sanitary requirements, emergency protocols, and the inviolability of archives and assets.
The establishment of the ECO Clean Energy Center in Baku aligns with Azerbaijan's strategic transition toward a green energy hub. The Economic Cooperation Organization, an ad hoc intergovernmental organization involving ten member states, focuses on regional development and economic integration. By hosting this specialized agency, Azerbaijan reinforces its commitment to the "Green World Solidarity Year" and its role as a regional leader in renewable energy initiatives, following its successful hosting of global climate summits and large-scale sustainable energy projects in the liberated territories of Garabagh and East Zangazur.
Following deliberations, the bill was put to a vote and adopted in a single reading.
