On July 21, in Berlin, a Joint Declaration on a Strategic Agenda for Bilateral Partnership was signed between the Republic of Azerbaijan and the Federal Republic of Germany. The Operative Information Center-OMM provides the full text of the Joint Declaration.
In the document, the Republic of Azerbaijan and the Federal Republic of Germany (hereinafter referred to as the "Parties") reaffirm their desire to deepen bilateral partnership and cooperation based on mutual trust and overlapping interests. The Parties, recalling their respect for each other's state sovereignty, independence, and territorial integrity, reiterate their commitment to the United Nations Charter, the Helsinki Final Act, the European Convention on Human Rights, and other international legal instruments promoting peace and security.
The Parties welcome the historical progress in Azerbaijan-Armenia relations, particularly the outcomes of the Washington Summit held on August 8, 2025, and subsequent peace steps taken toward the normalization of relations between the Republic of Azerbaijan and the Republic of Armenia. The Federal Republic of Germany reaffirms its full support for the efforts of both countries aimed at achieving lasting peace in the region.
Furthermore, the Parties emphasize the strategic importance of the Azerbaijan-European Union (EU) partnership and note the increasing cooperation aimed at deepening political dialogue and practical collaboration. They also stress the importance of adopting updated Azerbaijan-EU Partnership Priorities and fully utilizing existing dialogue mechanisms between the Republic of Azerbaijan and the EU.
The declaration outlines intentions for cooperation in several key areas, including:
- Political and Diplomatic Cooperation: Regular consultations between ministries and institutions, exchange of high-level visits, and strengthening practical cooperation on bilateral, regional, and international issues.
- Economic and Trade Cooperation: Promoting bilateral trade and investment, continuing the activities of the Germany-Azerbaijan High-Level Working Group on Trade and Investment, and expanding cooperation in agriculture, sustainable economic development, green energy, green and low-carbon hydrogen, energy efficiency, and climate action.
- Security and Defense: Continuing dialogue at the ministerial level on regional and global security issues, including cooperation in combating human and drug trafficking and demining efforts, promoting cooperation in the defense industry, and facilitating the exchange of specialists and students between defense academies.
- Culture, Education, and People-to-People Exchanges: Promoting cultural exchange activities and programs that foster mutual understanding, as well as dialogue on future cooperation in innovative and digital education, vocational training, and joint research projects.
- Science, Technology, and Innovation: Promoting cooperation in digital transformation, industrial modernization, and emerging technologies.
The implementation of activities under this political declaration will be subject to the availability of resources and in accordance with the respective laws and regulations of the Parties.
