A meeting of the Coordination Headquarters, established to address issues in the liberated territories of the Republic of Azerbaijan in a centralized manner, was held on June 17 in the city of Aghdara. The meeting was chaired by Samir Nuriyev, Head of the Presidential Administration and head of the Coordination Headquarters.
According to the Operative Information Center-OMM, Samir Nuriyev stated that the policy implemented under the leadership of President Ilham Aliyev forms the foundation for the country's comprehensive development. He emphasized that recent strategic documents, state programs, and reforms in various sectors, including agriculture, confirm that the country's socio-economic development is being ensured through a unified approach.
The head of the Coordination Headquarters stressed that the "Great Return" process is a key direction of the national development strategy, aiming for the full integration of the liberated territories into the country's economic, social, and institutional systems. Following large-scale restoration and construction work, essential infrastructure has been established. The current priority is to ensure sustainable economic development based on this infrastructure and to strengthen the economic and social foundations for resettlement.
It was noted that the implementation of the First State Program on the "Great Return" is nearing completion, and intensive work is currently underway to prepare the Second State Program on the "Great Return."
Samir Nuriyev highlighted the importance of the agrarian potential of the liberated territories in ensuring the economic sustainability of the "Great Return" process. Key objectives for the upcoming period include the efficient use of land and water resources, the expansion of agricultural production, the creation of processing facilities, and the provision of sustainable employment in the agricultural sector. In this context, it is essential to coordinate measures under the "State Program for the Development of Production and Processing of Agricultural, Fishery, and Aquaculture Products in the Republic of Azerbaijan for 2026–2030" with activities related to the "Great Return."
The meeting also addressed issues of ensuring ecological sustainability and managing water resources. It was noted that the efficient use of natural resources, the restoration of ecosystems, and the protection of land resources are critical conditions for long-term development. Beyond restoring water infrastructure, the focus remains on modern and efficient water management, balancing the water needs of various sectors, and strengthening the country's water security.
Following the meeting, participants reviewed the master plan for the city of Aghdara and were briefed on development prospects and planned projects. The delegation also inspected agricultural and industrial projects in the Aghdara and Khojaly districts, including intensive fruit orchards and ore processing complexes, which contribute to the region's socio-economic revitalization.
